To create a new Layout:

1. Select File » New from the DeveloperCenter menu.
   Select the Layouts folder and then the Layout template.
   
   
2. The Create Layout Wizard will guide you through the rest of the creation process:
   Step 1. Enter the name for the new Layout. This name will be used for both the Sitecore Item and the .html file on disk. 
   Step 2. Choose a location in the Sitecore database. 
   Step 3. Choose an .html file location.
